Where is the best place to get coins? |

So I got the urge to start collecting coins again. I think that I am going to focus on the presidential dollars since they are still coming out, and I can get them as they come out and can keep up with relatively low cost.
So I have two questions to everyone.
1) What grade should I collect? I was looking at the different sets, and was thinking of collecting PR70's for each. That way I could get NGC or PCGS certified PR70's and just let them sit for years. The population stays low, and there aren't many variations so it would be easy to get them.
2) Where is the best place to get NGC or PCGS slabbed PR70 coins? Dealers, eBay, other internet site? Let me know.
